Serious choice between cards!!!

I have both the GTX 550 ti and the GTX 650, both by EVGA.
According to my research, the 650 has better stats, but less bandwidth. The 650 also use less power.

But is the 550 ti better, for games?

Another question, will my AMD Phenom II 720 BE bottleneck either one of those? It's 4th core unlocked and overclocked 200 Mhz to 3.0

GTX650 has a 5% framerate lead on average (up 10% from initially trailing by 5% before driver optimisations). That's totally not noticeable though. What happens to the other card - would you sell it? You could probably get more for the GTX650 since it's newer.
CPU bottlenecking depends entirely on the game. Those are low-end gaming cards, so probably not in nearly all games. It looks like those two cards perform the same in most games, but you can enable slightly higher levels of antialiasing with the 550Ti. I'd go for the newer card, though, since it can use the newest Nvidia features.

Thank you, I'll stick to the newer card, the 550 will go to one of other, less used computers.
