High RAM usage while idle?

Whenever my PC is idle, my 6 gb DDR3 ram manages to jump to 35%. When I have programs open, it goes up to around 45%. Gaming makes it jump to 50%. I've checked my task manager, and everyone seems fine, although steam.exe manages to take up 50 k most of the time.

Is there anyway to make this usage a little less?

Mainly steam, but there is also some programs that take up 2,000 k to 6,000 k (such as explorer.exe, or my norton)

I'm sure it's not malware, since I do a scan every day.

I have this same problem (uses about 2gb on idle) but I have origin and spotify open too... this happens from startup and keeps my laptop at 70 or 75 celsius.

So does mine, it's very annoying.

Right when I boot up my PC, I accumulate 81 processes and 2.06 ram used up, and if it helps, I'm using windows 7 64 bit.
