Windows 7 64 bit 4gb ram 3.48 gb usable!?! HELP

I'm running windows 7 64 bit on a MSI a55m-p33 mobo. It has 2 ddr3 dimm slots and I have 2 sticks of patriot 2gb. Why is only 3.48 gb being used? And yes i've checked the msconfig max memory and my cpu (AMD f1 socket a6) is 64 bit compatible.
