Help with GTX 650 ti performance issues

So guys I just built my first computer about 5 months ago and every thing ran great. I know the 650 ti isn't the greatest card but it ran awesome. It idled at 27-29 and gave me great gaming performance. Well now I am having issues because it idles at 36 which isn't bad but it stutters when I play games that it never stuttered on. Sorry for the long explanation but I am just looking for some help. Thanks!

Gpu: EVGA 650 ti SSC
Psu: corsair 430w
Mobo:Msi h77 ma-g43
CPU: core i5 3470
Cooling: stock intel, 3 noctua fans
Ram: corsair 8gb

^+1 Swifty is bang on the money there. At 1080p the 650ti will struggle for a variety of reasons, vram limitations, memory bus, being slightly crippled, in game settings.
Saying that you should be able to get med settings at that res at decent enough frames! As Swifty has suggested, take everything back to medium settings, and see if the lag goes. Then you knw it's just your settings...

Since I built it I've been playing Lol , bf3, planetside 2(just started), minecraft. It's a dell 23 inch monitor 1920x1080. Well what brought this performance degrade to my attention was one day the gpu shot up to 70 while playing Lol which it usually stayed around 50-60.
 
50-60?............ video cards heat up quick when stressed. different games and different parts of games make cards work at different rates.

you have a low end card playing at high resolution and at who knows what settings. Lower your resolution, check games control panel to turn some settings back that will allow card to keep up a little better.

Also, your idles temps now, are 8 degrees above what they used to be. Make sure to do some general housekeeping in your PC. Although the 8 degrees idle increase could be down to ambient temperatures (summertime here in Ireland) it could also be dust gathering in your GPU fan shroud. So get a can of compressed air, and clean out that case, and specifically the shroud around the GPU. That should help to reduce your idle temps a bit.

lol I'm pretty sure that a 650 ti should be able to play LoL very well on a 23" 1080p monitor! Don't listen to them. Of course it wouldn't hurt to lower some settings like shadows but I don't think you should have to though.

Alex any chance that you have V-sync enabled?
The card should be able to manage 70c.
And what card is it? 1 GB or 2 GB?

Are you for real, comparing LOL at 1080p and BF3 at same settings Is like comparing an apple to an orange. There is no way the OP's 650ti is gonna play BF3 with similar performance to LOL.

OP only referred to LoL with any measurable numbers so that's why I went with this game. *I was just pointing out how his card should be able to perform in one of those games he was concerned about instead of just telling him to lower his settings, which isn't necessary for all games mentioned.

And with that said I'll leave this here as well.

I never said the card was good (well compared to high end cards) but it is certainly better than what you wanted it to be ;)

the card is 1gb and i just turned on adaptive v-sync and i am noticing better perfromance

well guys i appreciate all the help but i have solved my own problem. It turns out that the EVGA software was causing the problem. I installed MSI afterburner and my gpu idles 33 and only heats up to 45-55 while playing. You would think the EVGA software would work better but i guess not.
