Northbridge idle Temp is 70 degrees

So my northbridge temperature when its idling its between 69-70 degrees C . When I play a game the temperature will rise up to around 77-80 degrees C
Of course that's only when I set my cpu's fan to 100 % (~6000 RPM)
Is this safe? Because I'm smelling from time to time a "plasticy" burning smell.

My motherboard is a Gigabyte ga-78lmt-usb3. When I touch that box with the Gigabyte on it, its really hot.

What would be the best course of action? Is there a way to reduce the temperature without buying anything. To I could like fix it with some kind of software.. maybe downclocking something?

Take a look inside you pc tower and make sure the cooling fans are not blocked up with dust. if there are you can use compressed air to blow them out (DO NOT USE A Vacuum Cleaner).

you could also try adding in extra fans to improve air flow through the pc case too

Well my CPU right now playing LoL its 54 degrees and GPU temperature is around 60 degrees.
It could be due to the airflow but still it can't affect is that much right?

As my hardware came from the box that's how they are. I never thought about OC because they were hot from the beginning when I got the parts. But not this hot.
Yesterday I cleaned up the fans even more and still nothing.
My cpu is an amd phenom ii x4 965 just so you know.
I have 2 front fans, + 2 back fans.
