Weird Windows 8 Bug

Alright so I just got a new pc and it was shipped with windows 8. Now I wasn't very pleased about it but its ok so I've started using it but then I've started to notice this weird bug

when I open settings to personalize its like nothing is appearing unless I hover over it. Also the fonts are so weird sometimes like they're not so sharp even in games. But I tried messing around with ClearType and what not with no avail thus bringing me to this weird bug which I can't find a solution for. So does anyone have a fix for this? Thanks in advance.

If your running with the intel or amd ipgpu check that you have the newest ipgpu drivers installed. If your using at tv as a monitor see if there any setting for pc in the tv set ups. If the pc came with a gaming gpu make sure your hdmi or dvi cable on the gpu not the onboard video port. Make sure the newest gpu drivers are installed and check that th gpu using the highest res for your monitor. Some time with gpu control panel you have to go in and unclick hide modes my monitor can't use to get the highest res out of a monitor if windows loads a default gen monitor driver.
If your monitor has a driver cd install it.
