ASUS GTX 660 DirectCU II OC Installation Issues

I started assembling my first desktop PC. All went well until after I had connected everything and tried to start. Nothing won't happen. All fans will spin only fourth of a round and then nothing happens.

So first I thought motherboard (Asrock Z87 Pro4) would be the one to blame, but when I started to remove parts I noticed that my PC started after I had removed my Graphic-card (ASUS GTX 660 DirectCU II OC). My motherboard has two PCI 3.0 Slots and switching the PCI won't help. Should I return the Craphic-card on continue searching for alternative reason? Is it possible that only my PCI-slots are broken?

Indeed, It's my first time here in forums.

My whole build:
- Intel Core i5-4670K 3.4GHz Quad-Core Processor
- Cooler Master Hyper TX3 54.8 CFM Sleeve Bearing CPU Cooler
- ASRock Z87 Pro4 ATX LGA1150 Motherboard
- Corsair Vengeance 16GB (2 x 8GB) DDR3-1600 Memory
- ASUS GTX 660 DirectCU II OC
- Aerocool Templarius Telum Chasis
- Corsair CX 600W Modular
- Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive

Yes, I did pluck the extra power and the green indicator led in the graphic-card will turn on. But that's it.

Ever figure out what was wrong?? I'm having the exact same problem. I have the same CPU, PSU, Motherboard, and a 760 instead of 660. Let us know if you ever got it figured out!
