Windows Aero not working on new build

I just put together a budget build for my brother, and I can't get windows to run Aero interface.
When I run Microsoft fix, I get this message: "The current video card cannot display aero effects."

Spec on new build:
Motherboard:
GA-F2A85XM-D3H
with onboard: AMD Radeon HD 7540D
CPU: AMD A6 5400K
RAM: 8GB G-Skills
Running windows 7 64bit

My own PC is a couple years old and runs Aero just fine.
Specs:
ASUS M4A785-M Mobo, with onboard ATI Radeon HD 4200
CPU: Athlon II X2 260
RAM 4GB G-Skills
Running windows 7 32bit

I've updated the drivers, and updated to .Net framework V 4.5.
I've tried hooking up my monitor through both HDMI and VGA.

Any suggestions?

make sure you have it enabled first, and if it is enabled and not working, you can try going to start, type in services (then click the one with the gears beside it), find desktop window manager session manager, stop the service, then restart it. I have issues like this on my work pc and this fixes it.

When I access windows personalization, there's no option to enable Aero.
Here's a screenshot:

I tried: start> typed in aero in search, and clicked on "find and fix problems with transparency and visual effect." But "troubleshooting couldn't identify the problem."

I just tried stopping and then restarted window manager session manager, but still no aero.

I ran AMD Driver Autodetect last night and it updated the driver. I'm a novice, so I'm wondering if that's all I needed to do, or have I missed some steps?
