I have an Acer Aspire 7750G laptop with a i5 2.3GHz CPU and Radeon 6650M 2GB GPU and the temperature reaches 64°C to 74°C! I have this problem only recently and recently the temperature is 30°C inside and outside (The lack of airco), 10°C higher then normal. But the laptop's temperature incresed bij 30°C. Is this a hardware problem? What can I do to solve/evade it?

Ouch!
A good cleaning is in order.

are those load temp (100%) or idle (10%)? if load that i be ok with it, but its a personal matter,

if not i would send it for servicing. if your warranty is out, than you could open the backplate and heatsinks to clean it. you can find tutorials in youtube :)
