Considering that you're budget building, I'm guessing that this is not a machine for gaming or video editing. Unless there is a particular reason why you need a discrete video card, I'd recommend spending a little more money on you're processor--you could upgrade to an Ivy Bridge Core i3 for a small price increase, or get a Haswell i5-4570 for better performance--and cut out the dedicated GPU. You could even buy an old $25 card, like a GTX 350 or something like that (although Intel HD Graphics 4600 are probably better quality anyway).

The Gtx 650 ti Boost can play Bf3 ultra at playable frame rates and wont bottle neck the Cpu
The Cpu quad core is all you need for gaming since most games dont even use 3cores yet and this is a budget build. So i dont understand what your saying BASICALLY you told me to spend the same and not be able to even start up BF3...? heres a benchmark and can you please inform me on how getting a gtx 350 or intel hd graphics with a better processer would benefit me more for my money and enjoyment?

Oh, I didn't realize your machine was for gaming. Usually builds <$750 aren't gaming machines. In that case, absolutely get a decent graphics card. The 650 TI boost sounds like it should be good for your machine.
I apologize if I came across as a complete idiot. I don't do much gaming, and in my experience I haven't found many people looking to build gaming rigs on a tight budget (although I totally commend your ambition!). For my non-gamer functions on computers, e.g. surfing the web, watching YouTube videos, writing code, typing documents, etc., I've found Intel HD Graphics to be absolutely sufficient. However, as I can imagine, this would not come close to being enough for gaming.
