I think that I can give you a definitive answer supported with test bench results from TechPowerUp. They tested the MSI 650 Ti Boost 2GB recently and included Crysis 3 in their test suite. Their results at 1280x800 with 2xAA (not 4xAA) are posted below; the average is just above 40 FPS. Upping the resolution to 1366x768 and increasing the AA to 4xAA would bring the average down significantly with both the 2GB and 1 GB cards:

That's going to depend on the games you play. A quick search shows the $20 more 2GB 650 Ti Boost can play Crysis 3 at 1080p resolution with FXAA enabled on the high system spec on HardOCP's test-bench. Without knowing the rest of your computer's setup and the games specifically it would be hard to say a definitive "Yes" as games like Crysis 3, Farcry 3, and Metro: Last night can be demanding to play full bore.

However, Tom's recommends the 650 Ti Boost 1 GB and 2 GB over all the similar AMD cards at last months prices. Soon there will be another update to the recommended GPU's for the month of July if you can wait.

No to be a contradict your information but the OP was concerned with the 1GB model and the link appears to be the 2GB model.

Also I would point out that it is very important to make sure you are purchasing the GTX 650 Ti Boost Model either in 1GB or 2 GB.

i may probably pair the GPU with an FX6300 or an I5-4430 IF I will be able to have the money but for now, I will pair the GPU into an I3-540 for the mean time.

If I would change the GPU into a GTX660, can I max out all games with 40-60 FPS?

Both of those CPU's should be fine to pair with either card. TechPowerUp does a lot of comparisions at different resolutions to consider. During their review of the reference model 650 Ti Boost 2GB they compared the relative performance of the card against many others at 1280x800 resolution, close to 1366X768:

Compared at stock speeds on reference cards you should get somewhere in the neighborhood of a 9% performance increase.

When you say maxed out it do you mean with everything turned on and up to the highest settings? Both cards may not acheive that standard; however, either the GTX 650 Ti boost 2GB or the GTX 660 should be able to handle enabling the intensive settings and look fantastic at that resolution. I would opt for the 2GB 650 Ti Boost still over the 1GB for better performance for about $20 more.

well, of course, I mean "maxed out", with all anti aliasing set to the highest settings and all anistropic filtering also

It's also important to note TechPowerUp's test bench confirguration - if yours is not similarly built there could be gains/losses.

To get every game on the market "maxed out" with PhysX, Tessalation, Max AA, AF, etc with framerates in the 40-60 range even at 1366x768 you're going to have to go higher up into Nvidia's product line for the PhysX or AMD's if Tessalation is important.
