Windows 7 will not start up

Hi, I had lost power the other day and after that when I try to turn on my desk top pc it stalls out on the starting windows screen. I tried to log in through safe mode bug it seems to stall up while loading windows files then just restarts, as well as tried to do system repair and that just gives me a black screen. It will not even allow me to use my windows disk and reinstall it freezes up durring the process. I tried to put in a different hard drive and still nothing. I'm kinda lost, every forum I see on this topic discusses solutions that require you to get into windows I can not. Help is apreciated.
 
Solution
It could be an intermittent hardware issue... I had a similar problem a while ago which turned out to be RAM on the way out, can you try other configs/removing a stick of RAM etc to eliminate these as an issue?
