I am still unclear of your questions. Do you want to play multiplayer(Against real life people) offline or on slower connection server? If it is offline, this is impossible with BF3, unlike BF2 or COD franchise that have LAN and offline bots I believe? Games that have LAN services will allow you to play with your buddies through a connected LAN which will be limited to you and your friends only. If you want to play on slower connection server, just chose the server that is best/nearest to your country.
