Are both houses using the same service? Am I to guess they are both Cable? How many other devices are connecting to the Internet Access Point at both houses?

FYI Youtube / all videos 'queue' up over the video, so as it plays it is downloading the next part so it appears 'no probs'. Video games is constant back and forth (real time application) and can't 'queue' someone shooting at you then wait for you to do something. So you can't compare the two really, different techs.

Can you download Networx (http://nightly.exodusviewer.com/Windows-x86/13/07/14/29906/ExodusViewer-13.7.14.29906.exe) and add the toolbar. The go to www.FileHippo.com and download AVAST! What are your speeds like wirelessly? Now try again but this time Wire into the...
Your asserting it is the mouse causing the issue, have you tried replacing the mouse to just 'test' if that conclusion is valid?

I don't see your HDDs, I wouldn't use AMD Overdrive as I had it fail too often, I don't see the OS listed, your list is for all OL games and the offline game (Fallout 3) doesn't have problems so I would believe the issue is network related. How does this computer connect to the Internet? Wired? Wireless? How many other devices are connected to the router? WHat is your internet speed? Do you have similiar problems when watching youtube videos? .... and so on..

Last test would be to Wire directly into the modem itself (if it is seperate) instead of the router and again download the file, does anything change?

Based on that test as well we can narrow down is it the service provided, the router for anything connected to it, or just the wireless. Still knowing the number of other devices connecting helps.
