how to have usb ports on when pc is shut down

My mobo is a msi z77a-g45 gaming motherboard. When I shut down my pc, i cant charge my mouse cuz the usb ports are all offf. Is there a way to fix that? thanks

That isn't a fix, it is purposeful in that. Normally USB ports don't "charge" devices, except when 'on' because they have power to the USB ports the devices 'vampire' off of. What you could do is get a self powered USB hub, connect that to the port then connect your mouse to it. Since it is self powered the computer can be powered off but the hub is still powered by the wall outlet.
