any suggestions trying to build a budget gaming system

Build a little over built in some places and other it short.
Don't need a 1000w ps with one gpu a cosair 750tx that 60 onsale now is fine. 16g of ram is overkill eight is fine. Use the savings for 120g Ssd as main os drive or faster gpu. Don't sli gaming rig your better off getting a 760 or 770 gpu right now.

Two four gig dimms. If it not a killer you can stay with 16g.
In a gaming rig your better off not sli and buying one powerfull gpu.

anything in particular you would suggest in the 3-400 range? and could you tell me why that is i was always under the impression 2 was better than one lol

The 760 gpu for the money now is the best gaming gpu. The 760 bus is 256 bits wide or twice as wide as the 650 ti boost. So the newer card does twice as much data per clock cycles. One 650 ti boost has 750 or so Cuda cords the 760 has 1150. The gpu chip in the 760 is more powerfull and cheaper set up and use less power.

Use the stock nvidia fan and case, under heavy gaming it may be loud card.
The asus..msi and gigbyte two gig cards have better cooling. The 760 just dropped a few weeks ago there should be in a few weeks more four gig ram cards from more vendors.

+1 to GTX760. The stock cooler isn't that noisy, but it's not particularly effective either. Best to grab an EVGA with ACX cooler or Gigabyte with Windforce cooler. Smorizio is absolutely right about a single superior card being preferable.

does it matter between 4gb and 2gb that much?

Not in today's games it doesn't (assuming you game at 1080p), but it will in future games. Current games are getting very close to 2GB (Max Payne 3 uses 2030MB when maxed at 1080) so more is preferable. I'm not saying you need 4GB, but more than 2GB is preferable and 3GB isn't an option. I'd get 4GB provided it's not more than maybe 50 over the 2GB price.

so basically just wait a lil bit and see if more 4gigs come out becuase the one i looked up erlier got shot down due to lack of cooling abilities on stock fan

Honestly though the extra memory will likely cost more than 50 extra. I went for a 2GB myself because of the price difference. Just means I'll have to turn down texture resolution in two or three years, which I'm not totally happy about but I can live with it.

Well that seems like a pretty good deal, though I'd be reluctant personally... wait and see how 4GB GTX760 pricing looks.
