Just wait and see when the game actually comes out. You have a few months to save the money so don't be alarmed just yet.
BTW, the demo BF4 that we saw was reportedly run on HD7990, which is about 2x more powerful than 7950. So there's a good chance that your machine will need an upgrade to run the game at max setting.
I would disagree to that, you won't need an upgrade for now even when BF4, GTA IV, Rome 2 Total war and Elder Scrolls VI are released. Think about the side of game developers... They want to make a great game to earn money. Of course they wouldn't make a very out of this world games that would require 7990s, titans, 780s and 690s. that would cut off their sales. an Hd7950 is still a very good and superior card. don't worry for now
I would disagree to your disagreement
1. I said that because I currently use GTX670sli, which is nearly as powerful as 7990, and some games can't even run very smooth (constant 60 fps) at max setting on full HD monitor. Although the OP said that he wanted only 900p but I think that wouldn't make any significant different because he wanted to play at max setting.
2. You are mistaking about the developers. There are many developers who love the challenge and design their games to push the limit of hardware. Some of them even partner up with amd or nvidia (as you can see from the game intro) for sponsorship. From this point of view, designing games that require powerful cards will actually boost the sales of their business partners (and don't forget that those who can't afford new cards can still play at lower setting, therefore everybody's happy.) Besides, BF4 and COD Ghosts will also be released for PS4 and Xbox One, meaning that the limit will also be raised from the console side, allowing developers to go nut on hardware requirements, especially when players intend to play at max setting.
