Download a program like MSI Afterburner and create a custom fan profile, which allows fan speed to change depending on how hot the chip is running.

Download MSI afterburner. You can setup a fan profile so the speed will be based on the gpu temp.

this program does not change anything when i disable auto and change fan speed to 100% the fan is still the same speed although in the gpu-z fan speed is on 100% too. My video is HD4870 with zalman cooler.

Its possible that the fan just cant spin faster, using an aftermarket heatsink brings issues like this.
