So, I was thinking that I could buy some static matting and just cut it to the size I need it at and just have it lining the entire inside of the suitcase. I will make cuts and holes where appropriate for screws and mounting later on. Is this the best method?

the best way to static proof anything is to include a faraday cage. basically any conductive material that forms an all encompassing box or enclosure around something will ground out whatever is inside, protecting it from all forms of electricity. Anti static bags are a good example. They all conduct electricity, so setting an electronic part down on the outside of one is a big nono... but inside the bag, they're protected fairly well from static shock.
That said your computer case, as long as it's metal or aluminum, is also a faraday cage, a naturally grounded construct. So the need to put any type of anti static barrier inside your suit case is sorta pointless unless your computer case is mostly plastic as your computer is already grounded against static electricity.
