my computer and my dad's laptop are wired to the router and usually the number light goes off when the pc turns off. But for some reason the light stays on for my dad's laptop even when it's completely off (sometimes). How can a pc still be connected to the internet when it's turned off?

Some computers have "wake on lan" capabilities - used commonly to remotely turn on a computer. If you disable this on the NIC, it will allow the light to go off....
