asus sabertooth x79 - irritating thermal armor cover fan, can i remove it? (really small fan next to the input holes)

Hi

The fan is making very irritating noise becouse it spins so fast, how can i make it spin less (i tried in bios, nothing happened) or can i just remove it?

its the TUF THERMAL ARMOR FAN AT THE BOTTOM LEFT

the fan is there for a reason, it cools a small heatsink under it.
but i find other pictures of that mobo without the fan installed so it might be ok to remove it, do so at your own risk.

it does looks like a typical 40mm/3-pin fan, if so you might be able to replace it with a quieter fan instead.

i managed to get the fan running on 40% power with the thermal radar application. the problem is that my motherboard temperature jumped from 45 to stable 50C.

Is it safe? how high can this motherboard temperature be?
