The best panel of the three is the last one, the 23" IPS, better color, wider view angle.
You can pretty much ignore mfg specs regarding response time. Only a trusted lab review will
tell you how fast response time really is. You won't notice the difference between 2ms & 8ms
in real world use.
I would always opt for better quality if able to afford it.

If you don't believe it, I'll show you an 8ms panel absolutely destroying a 6ms panel :) I frequently recommend the VS239H-P as an excellent option for fast pixel response without compromising quality (as the other models will, being TN film based panels). For best results, set Trace Free at 40 (setting it any higher will actually give worse results).
