i'm building a pc right now for the first time and everything has gone well so far. i'm having a bit of an issue now though as i try to push the motherboard into a position where all 9 screws will fit into the standoffs. the standoff in the A position won't get in the vicinity of the corresponding hole no matter how hard i push. all of the other holes seem to be lining up with their corresponding standoffs except for this one

Solution

It's a cushion to prevent the IO plate from falling down if its dislodged by someone drunkenly trying to insert a USB cable.

That particular IO shield should snap into place (which I'm sure that you've done) and press nicely up against the motherboard when all is seated correctly. If that doesn't happen, then either your case or your motherboard are not built to ATX specifications.
You will need to apply a bit of pressure to lineup the motherboard with the backplate, but not too much. The backplate should fit snugly in the hole on the case and the motherboard should fit in between and underneath the little metal springs (this prevents the backplate from getting knocked loose). If it simply will not fit, then something is wrong.

the "A" standoff is the only one not lining up because of the IO shield i'm assuming

what if i removed the "A" standoff would that put the board in jeopardy? it seems as if 8 standoffs in the atx positions should be enough to keep the board safe

i'm pushing as hard as i can and it just won't line up

I have a feeling that you're not inserting the motherboard into the IO shield correctly. The IO shield should have springy metal brackets on it. Some motherboards jut up against them while others slide underneath them. Try taking the IO shield off and see if the motherboard fits. If it does, then you're not mating them properly.

Getting them all to line at the same time is sometimes hard.

Looking down, with the backplane on your left. Get it 'close' and loosely put in the only the bottom right screw. Then you can rotate the rest that last 1/4", including the ports into place.

This. Take out the IO shield and try it for fit. If it doesn't fit, you have other issues.

they are both built to atx specifications it's an atx motherboard and a case that supports atx
