windows wont boot with new hardware

i just got a new cpu and motherboard installed it and now windows wont boot from what im told i have to re install windows 7. how do i do this and what will happen if i do?

backup your data. put the windows 7 in and install. What happened is that you would also need to reinstall any apps/programs.

From my understanding, isn't Windows 7 locked to the motherboard it was first installed on?

That depends entirely on the licensing version of that particular Windows 7. OEM or retail.

Not booting and not activating are two different things.

I have done processor and MoBo swap and they booted with various driver issues. But never a total fail boot!
That's why I mentioned the MoBo lock on Win 7...
Other than that, I would guess that the format of the disk is not good.
