System Froze, Now Won't Power On After Replacing Power Supply

I asked a question last week about a power supply, as my system froze out of the blue and then would no longer power on. I ordered a new one and installed it today. It made no difference, so the mystery isn't solved yet.

The current state of my system, as I said, is DOA. The power supply is brand new, and I know that current's getting through to the motherboard since the green light on the board lights up when I turn the power supply on. However, nothing else starts up; the fan on the power supply doesn't start, other fans don't start that have been plugged in, etc.

I'd like some guidance before I tear everything out of the case and start systematically start testing components. Was I shipped a dead power supply? Has my motherboard bit the dust?

Any help would be appreciated!

UPDATE:

It froze up when I was loading World of Warcraft, which I've done a thousand times before, so nothing too out of the ordinary. It was on the loading screen between zones and it locked up, so probably some hard drive access.

Doing something like removing memory to see if it beeps is irrelevant, as nothing is even turning on (fans, etc.) to even get the machine to that state. The PSU fans doesn't start, none of the internal fans start, etc. This is with both PSUs, old and new.

UPDATE: I followed these instructions...

...and both power supplies are fine, the PSU fan starts up and a connected CPU fan runs as well. This tells me that it's not getting a signal from the motherboard to power up.

I've now yanked everything, so I'm down to just the board, power supply, CMOS battery. All of that is out.

When I turn on the power supply the green MB light glows, but:

- PSU fan does not start
- CPU fan does not start
- The board doesn't beep (I have all memory removed)
- Another fan I have plugged into the power doesn't start

I have both the ATX 12V and the 24-pin plugged in. Where to from here?

Okay, continued pulling components and here's what I now have set up:

1) PSU ( NZXT PP-600 (Old) or XFX P1550SXXB9 (New) )
2) ASUS M3N72-D Motherboard (no memory added)
3) 24-pin and ATV12V plugged in
4) Power switch attached
5) Brand new CMOS battery

Here's what I've observed so far.

1) I've done the paper clip test on both PSUs and confirmed that they're not dead. The old one's fan comes on just fine, as does the fan on the PSU that I just ordered.

2) After having everything powered down for a few minutes (letting all power drain), turning on the PSU and hitting the power switch does the following:

NZXT - I hear a small "zap" at the PSU but its fan doesn't move at all.
XFX - The fan on the PSU moves ever so slightly right at power up, but that's it.

I'm assuming this is a discharge of latent power stored in the PSU, or perhaps on the motherboard. At this point I have to ask, is it likely that the motherboard has up and keeled over? At power-up it should be sending a signal to the PSU that it's ready to go and that the PSU should starting doing its thing, correct?
