New graphics card PC will not boot

After installing a new HD7770 and XFX 450W PSU, the PC fails to boot :(

There is no monitor signal, it doesn't even show the bios screen, and after the initial hard drive start up noise there is no more activity after this. The power cable is attached, and I have tried a different power cable. I am trying to connect through HDMI.

Putting in my old graphics card, or using the onboard is fine without the new card installed. Putting in the HD7770 with no power cable connected is also fine, using the onboard graphics. There is no option in the BIOS to disable the onboard graphics.

I have also tried another HD7770 and experience the same problem.

Here are the specs:

Dell Inspiron 620
Intel Core i3 3.1GHz
8gb ram
Win 7 64 bit
XPX 450w
Gigabyte HD7770 ghz edition.

If your GPU boots normally in a different PC, it might be a mobo's BIOS conflict issue. You might as well update your BIOS to the latest one (by using the old gpu) and see how that goes...

I haven't been able to test the gpu in a different pc yet, but I'm just guessing as I've tried 2 of them they shouldn't both be DOA.

Actually, I have already tried updating the BIOS - the latest BIOS from the Dell website is bugged and will not install, but the previous version (which was still newer than the one I had) updated fine. However, it did not solve my problem :(

The XFX psu is beyond suspicion (have tried it with more power hungery gpu's myself) so try your HD7770 on a different system (I case you were that unlucky) and if it boots allright, than I think it's a conflict issue.

Contact Dell to see whether it's a common issue or if there's an internal BIOS version or something. If the GPU is healthy something is stopping it from initiallizing, and that something can be on the vendor's (Gibabytes firmware) or the motherboards (BIOS) side...

Previous card is ATI Radeon HD 5670.

Ok, so I just tried to disable the onboard graphics using Device Manager, but it wasn't visible. So I took my old gpu out and booted using the onboard graphics - it showed up that time and I disabled it. Replaced HD7770, tried to boot - nothing, same like before.

Kisianik - Yes, I have tried it with the old catalyst, no catalyst and updated catalyst.

idkwho - Thanks, just tried that - still doesn't work though :(
