When you go to install you uncheck the the control center stuff. But I suppose I'm wrong on that. The reason they said that is to cover their butts, it's safe to do you just have to follow directions supplied by the manufacturer very closely.
I've been googling around for people with similar problems with you have finding very little to help. One thing I found that you could try is downloading .net 4

and it's probably a good idea to do windows update if you've just installed windows.
I also found out that i trying to install the driver in safe mode is pretty much known to not work. But you could try low res mode (F8 on start up and then select that mode). Also if you want to try installing the driver through windows like I said earlier, I ripped this from AMD's FAQ:
Click on the “Start” button, type “device manager” in the search field and click “device manager” from the search results
Expand “Display Adapters”, right-click on the AMD Radeon™ entry and then select “Update Driver Software"
Select the “Browse my computer for driver software” option.
Click “Browse” and navigate to C:\AMD\Support\[Catalyst™ version]\ and click “OK”. Note: This folder is usually extracted by default to C:\AMD\Support in the initial running of the AMD Catalyst™ software suite
Click on “Next” to install the driver software and restart the computer after completing the driver software update
