Graphics Card Overheating

I picked up a nice HIS 6850 for a steal a while back and have had the card in my system for about a year now. I have had zero problems with the card up until recently. About 3 weeks ago while I was gaming under usual gaming load, my game started to stutter (this was in CS:S) but my FPS was still between 270-299. Confused by this, I checked my temps using HWMonitor and I saw that my GPU was at 108 degrees Celsius. I immediately turned my computer off and let it cool down. I then went out and bought compressed air cans to clean out my case because it was very dusty and I thought that might be the reason why. After I cleaned it out I decided to play CS:S again and see if the temp went down at all. But it didn't. It still ran at 100 degrees. My question is, why? It also sounds like the fan is grinding something when i start my computer up.
Any help would be appreciated, thank you.

Specs: Dell Inspiron 518 case
Apevia 650 Watt PSU
Intel Core 2 Quad Q6600
HIS 6850
Stock Cooling

Terrible cooling system and setup, I know. (P.S I am starting to build my new computer, I only need 3 more parts until it's finished)

You can replace your GPU thermal paste if you know how to, if you dont, give to to someone( or a store) that does.
also, u could use vsync on csgo so that you will be limited to 60fps, and ur gpu wont need to work hard in order to produce 300 frames.

and regarding the grinding noise, either its nothing, or theres a cable inside one of ur fans.
just open up ur case, turn ur pc on, and see that all the fans are spining, its most likely a normal noise.
