Limit Internet speed without limiting network speed

Hello everyone I would like to know if it is possible to limit internet speed to computers on my network but have full speed for transfering files over the network
I have 3 computers
Dad= low bandwith usage may want to limit to 5 Mbps
Sister= very high bandwith usage want to limit to 1 Mbps
Me= 10mbps :D
our internet speed tops at 10mbps
I have just finished setting up my sisters computer and I have 2 750Gb Hard drives in it and want to use that computer to store files
Now again is it possible to limit internet but not limit data transfer for files over the network? Thanks :D

Throttling the internet has to be done at the router (WAN port). I don't know of any home/residential routers that can do this. You would need a business class/enterprise router to do this, which is probably more than you're willing to pay.

I think its reasonable for you to believe my dad is paying for the connection but really I'm 17 and I pay for the Internet bill
My sister happens to be 11 and hogs the Internet alot with you tube downloads and Pandora aswell as her tablet
as I said before my dad does very basic web browsing and would mind the least if I limited his connection to 0.5 Mbps
now can someone give me any other ideas?
