The i3-3220 won't bottleneck a 7850. The CX500 is OK to run a 7850 but you're better going with a Seasonic 520W.

I think I'm gonna go with the CX500 because I have a tight budget, but before i do I just want to clarify, are you 100% that it will be fine or will it be risky?

Never save 10 $ on a psu.
The psu is the most inportant component in your system. Buying a cheap psu can kill your system.
As g unit posted go with the seasonic 520w.
It will 100% work
