Cpu Cooler Watt limit

so I found this really niche item I am seriously considering buying

its a completely passive cooler, no fan. The specs say it can only handle 95 watts, however people have overclocked it... I would really like to pair this with a AMD A-10... I would put it at full load for just gaming, without

Two questions, when a cpu is under load will it be below 100 watts? When at full load ,if I have just one fan blowing on it will the cooler be able to handle the cpu more safely?

I would suggest u to go with a noctua nh-u14s cooler which is a quite cooler with great cooling helping u too achieve good clock speed
