This program is chewing up processor time 10-15% of an I7.
1. What does it do?
2. Is this something I can remove?
3. If can be removed, how?

I advise you not to, assuming your motherboard is an ASUS. This process is ASUS motherboard controller, it controls overclock as well as power usage. Why it's using so much CPU, I have no idea, but unless it's actually having an impact on performance I wouldn't remove it.
