i'm not a fan of corsair cx series..it's not durable enough for more than 2 years..

get a better psu.

Seasonic S12II 520 watt with 80+ bronze certification is a very excellent PSU..more than enough to feed your system..and very good durability too..

you can read the review here..

whoa..

what is your PSU brand..?

and how could you use an old prehistoric pentium 4 PSU for new power hungry graphic cards..?

well, won't boot while power up and smell of burning is a sign that you've burn graphics card vrm (voltage regulator module)..

but for check, try to boot system with different graphic card..

if your system can boot normally, that's means your gpu prevent your system to turn on..
and this is mean hardware failure, definitely..
Your card has faulty regulator (VRM = Voltage Modulator Module)..

maybe burn, or defective..

Check your card, open the heatsink, and check, whether there are burn mark below the mosfet heatsink..

Your powersupply is dead dude. You're going to need a new one. Don't buy a cheap piece of crap either, get a good one from Seasonic, Enermax, or an OEM that rebrands from those two companies (such as XFX or Corsair).
