How to stop download in a lan.

I am working in a small corporate as system admin, there is around 40 systems & when office start some around 10 to 15 employees starting download movies ,songs ,unwanted software's as result other employees are not also able to open there mail.so my question, is there any way to stop download(movies ,songs ,unwanted software) in all system.so the network free all the time.plz suggest me the best possible in brief description.

You could convince corporate to get software, but if you need the 'free' fix, use the router and create a blacklist of unwanted websites (youtube, pandora, netflix). This should block all data coming from these websites.

no sir i dont have permission to block the sites but is there any otherway using any server...
