Can my windows 8 OEM act as a recovery disk?

the windows 8 is not a recovery it will install just the system , then you need to install the other drivers and put the name , passwords , and network setting and so on by your self.
a recovery disk is a disk that bring your system as it was when you made the recovery ... or when the pc manufacturer made the recovery

if you have western digitial hardddisk . here is the program

download it an burn it to CD or make it on flash disk.

both are the same from Arconis
this is a 25$ worth software. for free .
you can make the recovery on Flash , DVD , external harddisks .
