I am trying to get a wireless internet adapter to work with an old Dell Inspiron 4000 and don't seem to be able to find one compatible with the Windows ME OS installed on the laptop. Can I even upgrade from ME to something that will work? I have found adapters that say they work with Windows 2000, but nothing for ME!

Your best bet is to reformat any drive with ME on it. Complete garbage OS. This must be a really old machine, so I would maybe try reformatting it, and then install win 2k or xp, but it will probably suck real bad with vista or win 7.

There is no upgrade path from WinME.

And the specs on that box would 'maybe' allow XP.
It's old. Let it go.

How do I go about reformating the hard drive?

First question - do you have any other OS?
If not - you have nothing to do, reformatting will erase you current WinME and you will have nothing.
If yes - what do you have.

Ordered it from SoftwareSpeedy.com. I have a Certificate of Authenticity label which appears to have been pealed off from a Dell computer. I tried to just install it, but cannot, so must go the reformatting route. I just want to make sure I know how to do it before I proceed.

When you say " I tried to just install it, but cannot", exactly what happened?

Why not go in completely another direction - instead of trying to find WiFi card which will work on ancient hardware / software, you can get a wireless access point (or configure a router as an AP), and use it as a bridge between wired network on your old PC?
