Graphics card/RAM upgrade help

So I got a Radeon HD 6670 and it is ok but I want to upgrade again. Is there any card that is under 200$? I have a 450WATT PSU. Also I have 3GB or RAM and I want to upgrade that to. My computer can only go to 8GB maximum. But how do you upgrade the RAM?

1) THIS is probably the best graphics card for just under $200 (after MIR):

2) 6-pin connector from PSU required (pretty sure).

3) 64-bit or 32-bit Windows?
*You can't upgrade your RAM with 32-bit and should limit the graphics card to 1GB framebuffer, not 2GB.

4) Confirm CPU?

As mentioned, it's always good to provide more detail:
- motherboard
- CPU
- Power Supply (model, not just "450W").

the best Graphic card for you at the moment which under 200 $ and you PSU can handle it is the HD 7850 , it's beast card for the price / performance , you can run all the decent games with it but that depends on your CPU too ( what is yours ? )

You can Upgrade the ram Easily by taking off your prev RAMs and putting the new RAMs in the Motherboard Ram Socket .

can you provide us with your Motherboard name/model and the RAM also ? ( DDR2 ? , DDR3 ? -Frequency ? )

I have AMD Athlon(tm) II X2 225 Processor 3.1 Ghz, 64-Bit, 450W 120mm Fan ATX SATA POWER SUPPLY for Intel AMD Desktop PC PSU Unit, Motherboard MCP61PM-GM. not sure if it is am2+ or am3 though.
