Slow transfer speeds with external hard drive (USB and FireWire)?

I have tried everything to fix this issue. This is the deal, every time I try to transfer a file or folder I have got speeds before of 150mb a sec but only last about 5 sec then it drops to 50mb then 30mb tell it reaches 2mb a sec and that's were it stop. every time a try to transfer a file from my laptop to external hard drive this happens. I have mutable hard drives both firewire and USB Ive tried mutable cords no matter what I use the problem stays the same.

I have changed the IEEE 1394 bus drives to use (Legacy) and tried Texas Instrument. I have turned on and off the Better Performance (Enables write caching in windows). I have turned off windows search and remote differential compression in windows features. I have disabled Background Intelligent Transfer Service in Services. I have used ready boost with a 2gb flash drive through windows. I have tried using Fastcopy to bypass the process. I really don't know anything l haven't tried. I have search for days for a solution and yet still nothing.

Any help would give me so much relieve to this frustrating issue, would really appreciate any tips or something I have not tried yet.

First off, realistic transfer speeds are 30-60MB/s for FW800 and USB2.0. Do you have the failure issue off of other computers?

Actually yes, But I have this problem on multiple external hard drive, this is what constantly stumps me. I have even tried to delete partition and still i don't know.

HAve you tried booting to a live linux distro and seeing if it happens?
