Anyone know what causes color banding like this example in Guild Wars 2?

I have an AMD 7950 paired with a Intel i5 3570k. I tried multiple video cards, power supplies, and motherboards, and nothing resolves this issue. I also tried Windows 7, Windows 8 installs, and multiple AMD driver versions.
All my games run fine, but they all have banding issues like in that screen.
Some people say its just an engine issue, but most people I know playing the same games don't get this issue or just don't notice it if they do.
