Screen Tearing and Input lag

I am new to PC gaming, i have a 60Hz monitor, and i get ridiculous screen tearing so i switch V-sync on but the negative aspect is input lag. Is there a way to reduce input lag while negating screen tearing, I have been reading some other threads and people are suggesting triple buffering if my graphic card is capable.

Any suggestions besides getting a 120Hz monitor, I also tried capping my framerate to 59 fps, but it also didnt help that much with the screen tearing, any help would be appreciated.

I use radeon HD 7950.
 
Honestly I don't know. People say it does, but I've also heard it increases lag. Personally I just use adaptive v-sync to limit framerates to 60fps, and then tolerate the bit of tearing that remains. For a Radeon, you can use RadeonPro to do the same, though it sounds like you tried that already and weren't happy with the results. True v-sync has such a massive impact on framerates (dropping below 60fps means you're set at 30fps) that I prefer to just tolerate a little bit of tearing.
