1) You have a Non-K i5 so Overclocking (and the extra power are not an issue.
2) Your system WHEN loaded should be under 300 Watts, And just slightly over 100 Watts when at idle.

3) GPU manuf suggested Min PSU is incase the user has a "not so good" (LOL) PSU, and there are plenty of them out there.
Bottom Line, Yes a QUALITY 430->450 Watt PSU will handle your system.
Two excellent choices(Better from a quality standpoint than many of the Mid level 500 W.)

The recommendations for a 500, does allow for more headroom and possibly upgrading to a higher wattage single card later, For Xfire with two GPUs, I'd probably go with a 650 Watt.
In any case, never buy lower than Tier 3, Personally I shoot for a tier 2 (tier 1 are great choices, but normally fair jump in price).
Corsair is a great brand , and I do highly recommend their TX and HX line-up, But ther CX (Value) is really only a tier 3 PSU (GS - Listed as tier 2, Probably a good choice, but better ones available).

OK made me check, My System i5-2500K OCed to 4.2GHz, GPU = 7850, 16 Gigs of ram, 2 SSDs + 2 HDDs + Blu-ray Burner and O'Yes 4 Case fans.
Total wattage as measured at the wall for Computer while running Furmark (1920 x 1080) (which loads GPU more than a game).
TOTAL wattage was UNDER 250 Watts!!!!!! NOTE using 80% eff this means that the Power provided by the PSU was really LESS than 200 Watts
