Using a PSU as a 12v power supply.

I've stripped an old PSU out of an old Dell to use it as a power source for an rc battery charger. I watched a few guides online and they explained to use multiple 12v wires to carry a larger amount of amperage. I've got two alligator clips on the positive and negative (yellow and black respectively) with a mutlimeter.

The problem I'm having is every appropriately every 10 seconds the voltage jumps .01 volts. I walked outside to check on the charging status and the meter went from 11.98v when I left to 13.56v in probably 45 minutes and they battery is still charging. How can I get the PSU to keep a constant ~12v?
