Is my graphics card broken?

So I bought a Nvidia Geforce GT610 3 weeks ago. Everything was running smooth until yesterday. I loaded up League of Legends like I usually do, the whole morning was fine, then suddenly one game I started to get screen tears. I thought it was probably a game glitch, but later that day my computer blacked out all of a sudden and began to shut down. I thought my graphic drivers must have gotten corrupted so I uninstalled the drivers and unplugged then replugged my graphics card. But when I rebooted my computer it all went to hell. I saw artifacts (green, red, yellow) on my BIOS, and when I got to my desktop my resolution changed to 800x600 (my resolution is actually 1920x1080) and the color scheme became all wrong (it's all bright cyan). I had to reboot my computer and press F8 to get into safe mode, I had to uninstall the driver from there using device manager. However after I uninstalled the driver there were still artifacts on my BIOS but at least the resolution and color scheme changed back to normal. When I reinstalled the driver to no avail, my computer would beep then reboot where the resolution and color scheme of the desktop reverted back to the messed up state.

BTW I've reverted to my monitor's VGA, it worked fine, no artifacts. It's only the graphics card.
