Here is my soon to be rig:
CPU: Intel i5 4670k 3.4ghz
Cooler:Cooler Master Hyper 212 Evo
Mobo: Gigabyte motherboard ga-z87x-ud3h
RAM: 8gb Corsair Vengeance low profile
HDD: WD Caviar Black 1tb
SSD: Samsung 840 120gb
GPU: EVGA GTX 770 SC
Case: Corsair Carbide 300r (with or without window)
PSU: Rosewill Capstone 550w
OS: Windows 7 64bit/ Linux Ubuntu 64bit (dual boot)
Optical Drive: Asus DVD drive

I was advised to downgrade to the cheaper more efficient 550 over a corsair 650, but I have also been advised to go into the 700w range? Do I have enough or not?

700w seems to be overkill considering the rig should be about 430w and being a 80Plus Gold the minimum it should provide should be ~478w (if I understand the 80Plus ratings right.) How much more would it cost (in watts) to get decent overclocks? More than 50 watts?

550 is the bare minimum you need for that GPU let alone a CPU OC - i'd highly suggest a 600-50w. That calc link is a good one -but will not show you 12v load unless you pay. So to be on the safe side, whatever it suggests add 50w to
