cpu and mobo for home use

i'm looking for a cpu and mobo for my parents the use will be using it only for internet,email,online video,win8,sometimes online game and thats it the dont even use a cd/dvd player all cloud based can any one tell me what cpu and mobo (intel/amd) are best for this because i think intel i3 is overkill.
or is android the best option for this desktop setting.

Solution
Probably the G2120, or the G1610. Basically any of the Ivy Bridge-based Pentiums or Celerons.

I'd avoid Phenoms, they're getting rather old and are quite power hungry. Plus you get features like USB3.0 on the H77/B75 boards.

Could you give us as much information about the computer components that are in the PC now?
Budget too.
there's these, but since I don't know the computers components, these may or may not work, PSU may not be strong enough. Once you supply more info I'll look again.

the are now using a very old amd system
amd athlon socket a 1.5ghz single core cpu
standard amd cpu cooler
asrock k7vt4a pro motherboard
ddr333 512mb ram
512mb ati video card
350 watt 20 pinn psu
full atx tower
windows xp sp3

this is the system what the are using now but i'm going to build one for them from scratch.
i will be using a amd hd 6570 2gb ddr3 gpu because i had one that i'm not using.

Oh, if you've got a GPU then an Ivy Pentium is probably your best option.

You'll need RAM, an OS, and a new PSU as well.

However, if you're willing to do a bit of messing around, an APU can be paired with your GPU. I know it was a bit of a pain at some point though, and the benefits would be small.
