Need some help with formating a old hdd

so the hdd i plugged into my pc is from my last computer and has windows 7 on it. i would like to format it so i can start over but when i do so i get a window pop up that says windows can not format this drive please stop using any programs that may be using the hdd and try to format it again. so i was wondering if anyone could help me thanks!

Are you going through device manager or file explorer?

it does not allow me to pick format when I right click in device manager. so I have tried using device explorer and it will allow me to click format but gives me an error.
