IDE to SATA DVD Drive Causes Slow Windows Boot

I have a new home built PC and ended up wanting to keep my old DVD RW from my other PC. It is an IDE drive so I purchased a converter and have it working fine. My problem is that my computer only has a SSD, and used to boot windows in about 3-4 seconds, however after installing the DVD drive it takes about 10 seconds (if i disconnect the drive it boots just as fast as it used to, so I know the drive is the issue). I have the boot order set to the SSD first, so I'm not sure why it is taking longer. I have BIOS set to AHCI, and the DVD drive only works when the jumper is set to master.
