Need help on deciding which Sapphire HD 7970 to buy

Which of these would be of better value?
Sapphire Radeon HD 7970 OC Dual-X 3GB
Price: PHP 18,000

or

Sapphire Radeon HD 7970 Dual-X 3GB
Price: PHP 17,300

There is a PHP700 or about $16 difference between the two.

Is the Oc edition worth the extra money?
Are both voltage locked or something? I will be overclocking it when I see some games that need more power.

The main difference is the OC one comes with a stock higher overclock rating. They both can be oced and both dont have locked voltages, but the OC version will be able to get to higher stable speeds than the normal version due to the stock OC. So it is worth the extra price id say.
