I need an HDD or SSD That can handle 1920*1080 Gameplay at a constant 30 FPS. My pc can handle the rest and I am on a budget. I am looking for something 55 and under in USD. Thank you in advance.

Really, $55 isnt enough for even you standard 1TB drive, and for what your doing you want good storage performance.
I would have suggested you get two 1/2TB HDD's in RAID0, but anyway.

I am not looking for anything near 1 TB! Just more than 60GB is more than enough! And is 16MB Cache enough, I see some with 64 MB.

A 16MB cache is going to have to be enough, you don't exactly have many options at this price-point.

the cache size is irrelevant in your case since you will be doing a large sequential write. You will quickly fill the cache, regardless of how big it was, and then be limited to the drives natural write speed.
