A perfect water cooling setup for 300USD ?

Hello buddies !
My GPU ( XFX 7950 Core Edition ) at first stayed in the 75-80 degrees range ( All temps mentioned in this thread by me will/are in Celsius ) when I OCed it to 1100MHz/1250MHz. But when I turned to extreme gaming , I started hitting 90-105 and of course either the PC shut downed the itself or I closed the game. So I had a budget of 400USD to set a custom loop for the CPU ( i5-3570K , to be OCed once I get the loop running , ATM on stock crap ) The thing is I live in India , and from what I know , no store/e-tailer sells custom water cooling parts here. So I leaned towards FrozenCPU for international shipping. Now my question is what to get ? So far I have chosen these parts -

Is it good for 289ish USD +( 98ish for shipping )? Also note that 400USD includes shipping fees to India. My Pincode is 400068. Please include everything except distilled water ( coolant ) Also what should I get , A killcoil or Biocide ?

SeaSonic X-850W / M12II 620W ( primary / backup )
CM HAF XB
2x Stock Case Fans of HAF XB , 2xBitFenix Spectre White Fans
My priority is the GPU but would love to add the CPU as well. Is it possible for the money ? Or not ?

P.S - I did ask that whether I should get a second 7950 before , but at that time had no idea of this overheating. I dont really want a oven in my HAF XB Cabinet , with a Couple of 7950's ya know.......

Feedback will be quick since I have some urgent-ish work to do, but I will be free later on tomorrow to answer in greater detail.

- $300 is what you basically have to play with (as ~$100 is being tied up in shipping), that would be enough for an upgradable CPU loop. To include a GPU, I would expect it to be coming out at around $450-500. If you were to just have a GPU in the loop, would expect ~$350.
- You might want to look into whether you can buy parts locally, looking through official distributors lists on the water-cooling companies websites is a good way to if you can get it in your area.
- Your HAF-XB is going to be limited in terms of rad space, quite simply you just need more considering what your planning to include in the...

- Your HAF-XB is going to be limited in terms of rad space, quite simply you just need more considering what your planning to include in the loop. Your probably going to have to externally mount radiators if you want more than any single component in the loop.
- 1/4" ID is cutting it close where your looking at the tubing restricting flow, might want to bump that up to 3/8" or 1/2" ID.
- Theres more to Universal GPU water-cooling than just the block, you will also need VRM/VRAM heatsinks. If your 7950 uses a reference 7970 PCB (can check on Cooling Configurator) you can use a 7970 full cover block.
- The X20 750 isnt the greatest pump, would rather go for something like a D5. This will save you some financial pain later on when your start having multiple blocks in the loop (I had to upgrade from an X20 750).

So , what about the Arctic Accelero Hybrid and a H80i ? both seemed good and saved me a LOT of money , to get a Monitor ASAP ( gaming on crap 22inch TV ) Also , my P8Z77 V LE PLUS is not working. So basically the PC isn't working...................................................

Also , should I opt for 1/2 tubing ? Since there's some rigid and awesome looking tubing available at that size. And I know the Rad issue , So that is why I opted for a X20 750.
 
Okai , NO HD 7950 and 7970 block except the EK FC-7950 which is a orderable ( not in stock ATM )support the XFX 7950 Core. But thats fine , I will kick the CPU out of the loop and add some 1/2 or 3/8 stuff + maybe a 120mm Rad , but 240mm should be good if I CF later on right ? Also what Rad you prefer , I wanted a Black Ice Stealth as it was positively reviewed + was thin ( clearance issues with GPU FTW ) Else I had my eyes on the Black Ice Extreme. After looking at your build log , I suppose your XSPC for the rads. But what about the Black Ice Stealth ( 30FPI :/ ) + any jerk set of fan in 2K RPM ? I want to CF like during next summers ( April 2014 ) , and don't mind getting external mounting as I can get a External Rad box from Swiftech when I upgrade next time.
